small bumps on my pony

I have a 12 yr black mare which i have only had since november,she has small lumps over her but only where contact with rugs has been so there is none on her neck or legs,i have had three vets look at her and she has been on a weeks antibiotics which have had no effect.They dont seem to be bothering her but she has them in the saddle area which im abit concerned about.Has anybody seen this before or have any advise for me,my next step is a skin srape for test,but thought i would post this first.
